A reference box is a navigation aid on the wiki that helps users who know exactly what they are looking for, by not forcing them to read lots of text to find the links to the reference listings. When to put a refbox on a page is up for debate, but I'd say at any page that's a plausible search result or entry point for someone looking for a pure reference section and not help text in general.
